Data file: `programs.json` in this folder — generated from the
CoolBooked rebate aggregator seed dataset
(`~/workspace/mcp-ideas/rebate-aggregator/seed-programs.json`,
43 records, compiled 2026-10-22), trimmed to display fields.

## How records got in
Every record was researched against the program's own official
page (state energy office, utility, TECH/Energy Solutions,
manufacturer, IRS/DOE) during the 2026-10-22 seed collection.
Records whose amounts rest on secondary sources (dealer or
contractor pages) are flagged `verification: "secondary"` in the
data and badged as such on the page — notably the NV Energy
PowerShift HVAC tier table, which NV Energy does not publish on
its public site (two contractor sources agree exactly; kept
flagged until an official table appears).

## Status honesty rules
- `waitlist` / `exhausted` / `ended` / `not-launched` programs are
  displayed in a separate "not available right now" section —
  never counted in the open stack total.
- CA HEEHRA single-family = waitlist (funds fully reserved
  Feb 24, 2026 per TECH's page); NV HEAR/HOMES = not-launched
  (Nevada GOE: "Project Launch: TBD").
- Federal 25C and 25D appear as ended records (IRS primary pages:
  not available for property placed in service after
  Dec 31, 2025) so no visitor is told a dead credit exists.

## Maintenance
Records are re-verified on the quarterly rebate watch; a
program's status can change between verifications, and the page
says so. Coverage at launch: Nevada + California + national
manufacturer promotions. Expansion path: DSIRE API license
(inquiry sent 2026-10-22) or continued hand collection.
